No scalding water upstairs?

I love in Colorado and the winter this year is bitter. My house is just a year old. The problem I'm having is the water upstairs is warm but won't get scalding. It has before but lately its just warm. This is all of upstairs, meaning the sinks and the showers. What could be happening?
